The Flemish Care Inspectorate was founded in 2006 as a result of the Better Administrative Policy innovation project. With this establishment, the Flemish government consciously chose to include 'inspecting' and 'recognising’ in several agencies in the Flemish welfare sector. At the start of this young agency, the focus lay on developing and guaranteeing professional service. Today, it is a mature organisation with 120 employees with the need for a genuine communication policy.
Under the guidance of RCA Group, the agency started up an extensive communication project in close consultation with all its employees in February 2010. With the emphasis on the process, we worked on positioning, corporate style, external and internal communication. We began with a thorough analysis based on a survey, in-depth interviews and sounding board groups, from which we crystallised a clear positioning with 8 lines of force that clearly described the Care Inspectorate. This all was visualised on the basis of a new logo and a new graphical house style. From a realistic, strategic focus, we further developed an integrated external communication plan. We also developed proper internal communication.
In September 2010, i.e. 8 months after the start-up of the communication project, the agency was renamed ‘Zorginspectie’. A simple, clear name resulting from an intensive process. RCA also fully focused on internal and external communication. The first realisations of the external communication plan were a website, brochures and reports.
Good internal communication is also of primordial importance for an agency where the majority of employees work locally. We clearly chose an internal communication policy that paid the necessary attention to clear information combined with the development of a positive organisational culture.
